Jingfei (Emma) Li is an internationally trained lawyer and regulatory advisor with over seven years at the intersection of export controls, data privacy, and AI governance, built inside one of the world's leading ICT multinationals at the center of US–China technology tensions.

As an Export Control Manager, she designed enterprise-wide export-control and AI-governance frameworks, directed internal audits under U.S. EAR and Canadian customs regimes, and led privacy compliance across PIPEDA, Quebec's Law 25, and provincial PIPA. She has spent her career translating high-stakes regulatory risk into practical business strategy, particularly across the China–North America corridor.

With an Osgoode LLM, an MBA, and an LLB, Jingfei founded EL Frontier Signal Consulting to give SMEs and tech enterprises the same caliber of compliance strategy that global corporations rely on.
