About EL Frontier Signal Consulting
EL Frontier Signal Consulting is a boutique advisory practice focused on the regulatory realities of building and selling technology across borders. This site is our public storefront: it explains the four areas we work in, AI policy and governance, export control and trade strategy, geopolitical strategy, and privacy and data compliance, and it hosts our digital toolkits, a small library of paid templates and checklists that teams can put to work the same day they buy them. It is also where we publish Insights and Analysis, our running commentary on how regulators in Washington, Ottawa, Brussels, and Beijing are actually behaving.
We built this for the people who carry compliance risk without a compliance department: founders, product and engineering leads, legal counsel, and operations teams at small and mid-sized technology companies, as well as larger enterprises that want an outside second opinion on the China–North America corridor.
The practice is founded and run by Jingfei Li, an internationally trained lawyer and former Export Control Manager who spent seven years inside a global ICT company at the center of US–China technology tensions.

Jingfei Li is an internationally trained lawyer and regulatory advisor with over seven years at the intersection of export controls, data privacy, and AI governance, built inside one of the world's leading ICT multinationals at the center of US–China technology tensions.
As an Export Control Manager, she designed enterprise-wide export-control and AI-governance frameworks, directed internal audits under U.S. EAR and Canadian customs regimes, and led privacy compliance across PIPEDA, Quebec's Law 25, and provincial PIPA. She has spent her career translating high-stakes regulatory risk into practical business strategy, particularly across the China–North America corridor.
With an Osgoode LLM, an MBA, and an LLB, Jingfei Li founded EL Frontier Signal Consulting to give SMEs and tech enterprises the same caliber of compliance strategy that global corporations rely on.
